This sign marks the entrance to Garden of the Gods. It was given to the city of Colorado Springs, in 1909, to be available to it's visitors free of charge.

Your other image reminds me very much of the amazing
Orgues d'Ille Sur Tet in the South West of France, a very similar geological phenomenon.
