This is an art installation at the Harold Washington Library in Chicago titled “Above and Beyond.” Each dog tag represents a member of the US armed forces killed in the line of duty in the Vietnam War. You can read more about the installation and the artist here:

You DON'T know what it is unless, until you get in close and then BAM! It hits you. You captured this installation well, Kevin. Great job.
