Darn. Every year I see these images and think "I need to go to a Balloon Festival sometime," and then promptly forget. I like the way you used the depth of field here, but am not sure if the image wouldn't have been stronger if it was reversed (slightly soft foreground and sharp balloons). I like the character of the water and I really like the diagonal formed by the tops of the balloons. I might try bumping the saturation a little or moving the white balance a touch more to the blue side (the blues seem a little "rusty" and the reds look a little dull). Overall, you really nailed what you were going for by showing the environment rather than just the balloons.
